JUNSAA has policies and procedures that respect the values and good ethics that applies the principles of:
- Accountability and transparency in fulfilling its duties of helping the most vulnerable and poor in the society and the donors’ community.
- Strict observation and fulfillment of obligation and commitment effectively within the planned period.
- Flexibility, innovative approach that is indigenous, appropriate and sustainable.
JUNSAA is composed of two organs, the Board of Directors (BOD) and Programming organ. The BOD is the highest governing body of the organization, BOD design and develops the policies and procedures of the organization, fund rising and participates in setting the long and short term strategies together with organizational staff. The BOD meets every three months and informal meetings if need be. The BOD is composed of 11 persons and it elects its chair and its member in every four years and decisions is reached though votes according to the organizational constitution.
The Programming organ is responsible for the management for the day-to-day organizational activities of the organization. The program organ is composed of the head of the departments of program, Finance and administration and is led by the program director. The decision reaches within the program level is based on the policies and procedures of the organization.
JUNSAA financial management structure is inter-departmental collaboration headed by finance officer of the organization, the accountant and cashier. The finance office reports to the Executive Director. Financial decisions are undertaken in bottom –up style but are collective. The accountant prepares and checks documents/vouchers to verify with the head office whether they are in line with approved budget. Once order/voucher is authorized, payment is released via cheques and then documented and recorded according to financial policies. The finance department also has a clear role in the approval of all procurement services and contracts. The departments strive as much as possible to prepare three bids then selects from the cheapest bid to get services such as stationary and or office equipment.
Payments are done through our bank accounts, cheques and petty cash, the accountant prepares and issues cheques for approval by Head of finance and authorized by Chairperson and Executive Director of the platform. Any received cash and cheque is first recorded then transferred to the JUNSAA bank account. JUNSAA financial reports are prepared on month, quarterly and yearly basis. Monthly reports are internal report showing financial situation of the organization specially cash and liquidity and also bank and cash reconciliation while Quarterly reports are for managerial level and organizational partners. Yearly reports are prepared for the BOD and donors and consist of balance (net worth report) income statement, budget and actually variance with checks through financial records and specified documentation.
In addition, JUNSAA has a financial program and it is possible to generate reports to be used when monitoring the financial status of ongoing projects and for generating financial reports for donors. The main report is the Budget Follow-Up Report. The report shows the project budget as entered into program, expenditures booked on the project and the remaining budget that can be used for future spending. The report also shows the percentage used of the project budget.

Mandate
JUNSAA’s mandate is to strengthen non-state actors to engage in domestic and international policy dialogue and decision-making. We focus on social inclusion, policy changes, good governance, democracy, peace and security and other issues of importance to Jubbaland State of Somalia.
General Assembly
The General Assembly consists of representatives of each member non-state actor network. It takes all decisions related to the policy of JUNSAA and deals with regulatory issues. It elects the Board of Directors, the chairman and the vice chairman.
Board of Directors
The Board of Directors is the legislative organ of JUNSAA. The members of the General Assembly elect board members. The Board of Directors provides financial oversight and maintains accountability. It also determines JUNSAA’s mission and purpose and ensures effective organizational planning.
Board Committees
The Board of Directors is divided into three sub-committees who are responsible for:
- Finance and Audit
- Governance and Coordination
- Fundraising and planning
